Yes. Foreigners hold the same fee-simple property rights as Costa Rican citizens for titled land, and most purchases are made through a Costa Rican corporation for liability and estate planning. Beachfront concession land inside the maritime zone carries extra rules, which is one reason titled communities slightly inland are popular with overseas buyers.
Beyond the purchase, plan for property tax of 0.25 percent, a possible luxury home tax, insurance, utilities, a property manager at roughly 20 to 30 percent of rental income if you let the home, plus maintenance in a salt-air climate. On a family-scale villa the running costs commonly reach tens of thousands of dollars a year, which is the line item that surprises most second-home buyers.
A condo gives you walls and an HOA. A branded residence is a turnkey home where the developer operates the property end to end: maintenance, housekeeping, rental management, and guest services are handled under one roof, and at Black Coast each home can be bought whole or in shares from one eighth.
